Perhaps the intelligence agencies initially started installing politicians (like Beto and Mamdani to not actually enact policy but to just stir up vigorous national debate about various topics. To “oxygenate” the fish-tank. And to act as ‘sparring partners’ for the small number of politically active citizens.
